CSS editor for Lyceum

Whatup continues to amaze us with more tools for Lyceum. On the lyceum-users mailing list he announces that he has put together a web-based CSS editor for Lyceum.

hi I am from china.
Thanks for your great job,but I have some trouble with lyceum.
I write a plugin to let user can use tag in their post.
I want the plugin to affect all blogs,so I place the plugin file in the src/lyceum/wp-content/systemplugins and actived it.
But no user can use the plugin unless he go to the page admin/plugins.php
Even though in that page there is no plugins need user to active(I didn’t place any plugin in wp-content/plugins/).
They just go to the page admin/plugins.php,then they can use the plugin I write.
I tryed other plugin write by other people,it’s te same.
Why can’t the plugin affect all blogs?Must the users go to the page admin/plugins.php,then they can use it?

For some reason, i’ve created a PHP webbased CSS-editor too.
One may even be able to make it work in Lyceum (i have no experience with that :$), if one for some reason would need a GUI solution with a different approach.
